道光三年（1823）大学士松筠任吉林将军，他经常微服私访，一日到北山，听玉皇阁前许多人议论吉林的地理形胜。说吉林城以松花江划定阴阳两仪，两仪生四象，左青龙，右白虎，前朱雀，后玄武。东西团山对峙，九龙山（北山）藏九龙，卧虎沟卧一虎，形势极佳，具王都之势，天下少有。奇特的山水地貌和人们的雅论，激发了松筠将军的兴致，奋笔泼墨写下了“天下第一江山”六个大字。后制匾悬于玉皇阁内的牌坊上。之后岁月蹉跎，原匾散失。民国初年，旅居吉林的书法家张书坤仿松筠书法，复制一块大匾悬于牌坊之上。后又遗失，如今看到的是再次复制的。
